Policy
Polyvinyl chloride, known as PVC or vinyl, is part of many of Europe’s essential value chains, from construction and infrastructure to healthcare, packaging, energy and transport. European policy therefore has a direct impact on how PVC products are designed, produced, used, collected and recycled.
VinylPlus supports evidence-based policymaking that recognises the role of durable, safe and circular PVC applications in Europe’s green and industrial transitions. Through dialogue with institutions, regulators, stakeholders and the wider value chain, VinylPlus contributes technical expertise, lifecycle data and practical experience from more than two decades of voluntary action.
This section presents VinylPlus’ policy priorities, positions and contributions to key EU discussions on circularity, competitiveness, chemicals, construction, waste, climate and resource efficiency.

Our Priorities
VinylPlus works to ensure that European policy supports circularity, innovation, responsible production and the continued use of safe, high-performing PVC applications where they provide value to society.
Our priorities focus on enabling recycling, supporting science-based regulation, strengthening Europe’s industrial base and ensuring that sustainability requirements are based on lifecycle performance.

EU Policy Landscape
EU policies on chemicals, circular economy, construction, climate, waste, product design and industrial competitiveness are shaping the future of plastics and PVC in Europe.
VinylPlus follows these developments closely and contributes evidence, data and value-chain perspectives to support practical and proportionate policy outcomes.

Competitiveness
PVC supports essential European sectors by providing durable, safe and cost-efficient solutions for buildings, infrastructure, healthcare, energy and everyday life.
Its long service life, versatility and recyclability make it a relevant material for Europe’s transition towards a more circular and resource-efficient economy.

Affordable Housing
PVC products such as windows, pipes, flooring, roofing membranes, cables and wall coverings can support durable, energy-efficient and cost-effective buildings.
VinylPlus highlights the role of long-life PVC applications in delivering affordable, resilient and resource-efficient housing across Europe.

Circular Economy and Waste
PVC circularity depends on effective collection, sorting, recycling, traceability and the safe management of legacy additives.
VinylPlus supports policy measures that help recyclable PVC waste move up the waste hierarchy and enable more recycled PVC to be used in new long-life products.

Position Papers and Consultations
VinylPlus provides responses to policy consultations, position papers and technical input on issues affecting the European PVC value chain.
These contributions support transparent, evidence-based discussions with policymakers, authorities and stakeholders.
