PVC to Deliver Sustainable Housing and Construction in Europe

18 December 2025

On 16 December, the European Commission published the European Affordable Housing Plan, which brings together three key pillars: the European Affordable Housing Initiative, the New European Bauhaus, and the Strategy for Housing Construction. This comprehensive approach aims to address housing shortages, promote sustainable building practices, and ensure affordability across Europe.

The VinylPlus position paper PVC to Deliver Sustainable Housing and Construction in Europe highlights PVC or vinyl as a key material in delivering these objectives.

PVC products are essential to Europe’s construction and infrastructure, widely used in windows, flooring, cables and piping systems. They deliver durable, cost-effective and low-maintenance solutions while contributing to energy-efficient buildings.

With the majority of PVC used in construction and produced in Europe, the PVC value chain is a strong part of the EU industrial base. Supported by the VinylPlus sustainability certifications, PVC combines performance, affordability and circular potential.

To fully realise this contribution to affordable housing, coherent EU policies are needed to remove regulatory barriers, support recycling and reduce investment risks. VinylPlus stands ready to support European authorities in housing and construction initiatives.
